因为第一句中已经有了动词,是arrive ,shall arrive连起来是做谓语用；而第二句话中,be就是动词,will be 连起来做谓语使用,如果去掉be,一个will是不能单独用作谓语的.并且你也可以这样看,第二句话是一个there be句型的将来时 ,所以不管怎么看,第二句话中的be都不能省
