在正式文体中 whether...or...(不管.还是.)引导的让步状语从句中如果有be,那么be可以放在句首 whether 可以省略.例如:

不管真假, 我要亲自看看.
[2]All substances , be they (=whether they be/are)gaseous,liquid,or solid ,are made up of atoms.
所有物质,不论是气体,液体,固体,都由原子构成.
此两句出自《大学英语语法》 因此你的句子不倒装的话就是:
They are surely right to know that is a remarkably convenient banner for opponents of the market economy,whether they be/are egalitarians or deep-green environmentalists.
be they egalitarians or deep-green environmentalists译成汉语就是:
不论他们是人人平等主义者还是深绿环保主义者.
这也说明they确实是指:opponents of the market economy
最后说明的是:whether...or..引导让步状语从句时,如果不倒装,用陈述语气常见,也可以用be型虚拟式,见于正式文体.但在倒装句中,只能用be型虚拟式,也就是虚拟语气.另外though,even though/if表示“即使”引导让步状语从句,规则同上.再举一例:
[1]Home is home , be it(=though it be /is)ever so homely.
家毕竟是家,即使很简陋.
