应该是定语从句吧?
视情况而定,如果后面需要的是副词,就用where,如果需要的是主语或者宾语,就用that.
例如：I like the situatuon where we can speak English.
I like the situation that is good for me to speak English.
situation后跟宾语从句用where还是that
