之前问了一个问题 如下 ：
例如：It won’t make much difference whether you agree or not.
我想知道whether 本来就是 “是否”的意思 为什么后面还要加 or not
有回答说：whether or not 是固定搭配
我又问 ：有些句子并没有跟 or not
又回答：因为后面的or not 被省略了
